Job Title

Duties and Responsibilities

Make recommendations and coordinate outreach efforts to small businesses throughout the region and County user departments to increase utilization of registered SBE firms in County procurement initiatives (i.e., Open Doors, Vendor Connect, advertisements, special events). Serve as department representative on the SBE Project Review Committee to make recommendations and coordinate the establishment of SBE participation goals or set-asides on eligible County procurements. Coordinate and utilize the Vendor Compliance System (B2GNow) to perform SBE registrations/renewals and track, analyze and report SBE firm registration, utilization and compliance. Perform monitoring, compliance reviews and reporting on utilization of SBE firms on awarded County procurements with SBE participation goals. Communicate issues and recommendations to upper management as needed. Provide staff support as needed to the Small Contractor Development Program, SBE Program Advisory Committee, SBE Program Administrative Registration Review Panel and Bid Protest Committee. Perform initial reviews and written determinations regarding bid responsiveness to SBE participation and CCNA requests for bonus points. Participate as needed in Pre-Bid meetings, Pre-Construction meetings, Project Kick-Off meetings, and On-Site Compliance reviews. Manage and coordinate financial reports to include payment reports, end-of-year and CIP financial reports. Other related duties as assigned.

Job Specifications

Knowledge of state procurement laws and processes. Knowledge of Vendor Compliance Systems (B2GNow) Effective written and verbal communication skills. Ability to establish and maintain internal and external working relationships. Analytical skills Ability to extract and summarize data.

Physical Requirements

While performing duties of this job, the employee is regularly required to talk and hear. This position is primarily sedentary. Horizon Farm Credit is seeking a Home & Land Processor to join our team. One position is available. Qualified candidates may work in any available Horizon Farm Credit branch. This position is eligible for a hybrid work schedule.

Position Description: As a Home & Land Processor, you will prepare and process consumer real estate loans from application through clear to close in a timely and efficient manner. This will involve reviewing all necessary documentation and following up with borrowers and third parties throughout the loan process. Processors will ensure loan files are accurate and complete, and procedures are followed to deliver loans with compliant documentation.

Areas of Responsibilities include, but are not limited to:

  • Process new consumer real estate loans and servicing actions according to Horizon Farm Credit guidelines. This includes loan file set up, issuing compliance documents within required time frame; reviewing credit reports, ordering verifications, flood certifications, appraisals, and title work.
  • Prepare early disclosures, commitment, change of circumstance, and other general loan documents that represent what is outlined in the credit desk approval.
  • Prior to sending to clear to close, confirm loan conditions outlined in the credit desk approval are met and documented.
  • Consult and confirm with Lenders, Analysts, and other involved parties to confirm loan actions are completed accurately.
  • Confirm that collateral is properly identified and secured with the title documents.

  • Prepare all loan or servicing actions according to applicable processing workflows, procedures, and practices.

Education: Associate's degree or equivalent experience in accounting, business, or related field.

Experience: Generally, minimum of one to three years of loan processing and documentation experience preferred or training/experience in banking, finance, or legal industries.

Key Responsibilities

Architecture Leadership

  • Define end-to-end target and transitional architectures for payments and compliance platforms, integrating SWIFT, ACH, RTP, and related rails.
  • Establish and maintain reference architectures, design patterns, and guardrails that meet performance, resiliency (RTO/RPO), security, and compliance objectives.
  • Lead architecture reviews, threat modeling, and resiliency assessments; ensure adherence to standards and best practices.
  • Design, Documentation, and Communication

  • Collaborate with data engineering for scalable pipelines, streaming, and batch processing; ensure data reliability, timeliness, and completeness.

Cross-Functional Collaboration

  • Work across Compliance Engineering and partner platforms/practices to deliver integrated solutions; facilitate design decisions and trade-offs.

Additional Requirements:

  • Multi-unit supervision experience is required
  • Required to work irregular hours, nights, weekends and holidays
  • Knowledge of recruiting, interviewing and selection practices
