Brief Description


The Harris Center for Mental Health and IDD is hiring a Program Director V for our Jail Based Competency Restoration team! The Program Director V provides comprehensive support to the operations of the Jail Based Competency Restoration (JBCR) Program and the Forensic Single Portal Authority (FSPA) Program. This includes monitoring defendant services for quality and clinical appropriateness for Harris County Competency Restoration Programs (OCR/JBCR). In addition, this position provides oversight of staff providing JBCR and FSPA services to mental health defendants in the Harris County Jail. Requires programmatic and fiscal supervision, communication with community stakeholders, collaboration with the Harris County Sheriff’s Office, District and County Courts at law, and the submission of documentation to the courts, stakeholders, and state entities such as HHSC in a timely manner and in accordance with the Texas CCP 46B, TAC, and all other applicable statutes


Your Role In Action



  • Provides supervision to designated unit staff to facilitate optimal supervision in the performance of job duties.

  • Evaluates work performance of staff supervised and institutes written disciplinary actions for substandard performance when needed in collaboration with the Director of Court Services to ensure productivity standards, documentation and data submission.

  • Coordinates and implements business activities necessary to maintain day-to-day operations in accordance with organization/departmental procedures and 46B statutory guidelines.

  • Ensures daily monitoring of State Hospital Waitlist defendants, including those currently in a Harris County competency restoration program, those who have returned from state hospital, and those discharging into the community to ensure defendants receive clinically appropriate referrals and services.

  • Report information to community stakeholders in a timely and professional manner.

  • Arranges for coverage to ensure services are being provided for all orders received.

  • Participates in the hiring and disciplinary process up to and termination of supervised staff.

  • Institutes procedures/actions of follow up on incidents/safety issues that pose a liability risk for the agency and/or have a significant impact on the quality of consumer care.

  • Complies with the Harris Center and Harris County Sheriff’s Office policies and procedures, accrediting/regulatory bodies and contractual requirements.

  • Performs other related duties as assigned and adapts to a fast-paced and changing work environment.

What qualifications you will need:

  • Experience working in a jail or correctional setting with working knowledge of competency restoration and related statutes is preferred.

  • Develop migration factory approaches including inventory, complexity assessment, wave planning, automation, testing, and cutover strategies.
  • Define success metrics and operational KPIs for platform transformation initiatives.

Security, Compliance & Software Supply Chain

  • Embed security, compliance, and risk management throughout the software delivery lifecycle.
  • Establish standards for:
    • Secrets management
    • Identity and access management
    • OIDC and modern authentication
    • Software supply chain security
    • Dependency management
    • SBOM generation
    • Artifact integrity and provenance
    • Auditability and traceability
  • Partner with security and risk teams to ensure platforms meet regulatory, compliance, and governance requirements.
  • Drive adoption of DevSecOps practices and secure‑by‑design engineering patterns.

Reliability, Operations & Observability

  • Establish platform reliability standards, operational procedures, monitoring strategies, and support models.
  • Design scalable and resilient architectures for GitHub runners, Azure DevOps agents, repositories, package management, and supporting infrastructure.
  • Define observability standards, dashboards, alerting, and operational KPIs.
  • Lead incident resolution, root cause analysis, and continuous improvement efforts for platform services.
  • Drive automation to reduce manual operational overhead and improve platform scalability.

Technical Leadership

  • Mentor and coach engineers, architects, and platform teams.
  • Lead design reviews, architecture governance, and engineering standards discussions.
  • Influence technical direction across engineering organizations.
  • Serve as the primary technical advisor for platform modernization, DevOps strategy, and developer productivity initiatives.
  • Collaborate with application and platform engineering teams to shape the future‑state GitHub and Azure DevOps ecosystem, including reusable patterns, frameworks, pipelines, and self‑service developer capabilities.
  • Foster a culture of engineering excellence, automation, continuous improvement, and knowledge sharing.
  • Run regular team planning discussions to make sure work is visible, assigned, and moving forward.
  • Work closely with leadership to ensure strategic objectives, BAU work, and team capacity are prioritized against broader technology goals.

Required Qualifications

  • 10+ years of experience in DevOps, Platform Engineering, Site Reliability Engineering, Cloud Engineering, or software delivery platforms.
  • Proven experience architecting and operating enterprise‑scale GitHub Enterprise and Azure DevOps environments.
  • Deep expertise in CI/CD architecture, pipeline engineering, and software delivery modernization.
  • Experience leading large‑scale platform transformation and migration initiatives.
  • Strong understanding of source control management, repository governance, release management, and software development lifecycle practices.
  • Hands‑on experience with GitHub Actions, Azure DevOps Pipelines, reusable workflows, templates, and automation frameworks.
  • Strong scripting and automation experience with PowerShell, Python, Bash, or similar technologies.
  • Experience implementing Infrastructure as Code using Terraform, Bicep, Ansible, or similar tools.
  • Experience operating artifact management platforms such as Nexus Repository or equivalent solutions.
  • Strong understanding of software supply chain security, secrets management, dependency management, and DevSecOps principles.
  • Experience designing highly available, resilient, and scalable platform architectures.
  • Strong communication, presentation, and stakeholder management skills with the ability to influence both technical and executive audiences.

Preferred Qualifications

  • Experience within highly regulated enterprise environments.
  • Experience with GitHub Enterprise Cloud and on‑premises and cloud runners.
  • Experience with Azure cloud services, identity, governance, networking, and security capabilities.
  • Experience with container platforms and Kubernetes‑based workloads.
  • Familiarity with GitOps and modern deployment methodologies.
  • Experience with enterprise observability and monitoring platforms.
  • Experience supporting multiple application technology stacks including .NET, Java, Python, Node.js, containerized workloads, and mainframe‑integrated delivery pipelines.
  • Industry certifications related to GitHub, Azure, DevOps, cloud architecture, security, or platform engineering.

  • Accelerate modernization and migration initiatives across software delivery platforms.
  • Improve developer productivity through standardized and automated CI/CD capabilities.
  • Reduce platform risk through enhanced security, governance, and compliance controls.
  • Establish scalable self‑service engineering capabilities.
  • Operationalize GitHub Copilot adoption with clear governance, consumption visibility, budget discipline, and measurable developer efficiency gains.
  • Drive measurable improvements in platform reliability, operational efficiency, and software delivery performance.
  • Serve as a trusted technical leader and strategic advisor for software engineering, platform engineering, and enterprise modernization initiatives.
  • Partner directly with engineering development teams and application architects to understand delivery needs, guide adoption of GitHub and Azure DevOps capabilities, and ensure platform services are aligned to real engineering outcomes.
  • Manage vendor engagement for GitHub, Azure DevOps, Nexus, and related platform services, including roadmap alignment, support escalations, licensing, renewals, consumption visibility, and value realization.
